So I just bought the $80 preorder of IW on PS4 but im completely confused, it won't let me download the COD 4 campaign. Does anyone know how to access it ?

should be simple go to the store type in modern and click cod mwrm i would say cod mwr but that one is the wii game

Try going into the Store and search for it.
