So I was browsing on ebay this afternoon and I found this:

Which if you ask me is an insane deal... effectively 8 cores for £20... hopefully not a scam. I was thinking about using this in a budget build but if I used it with a card like a 1050 but would that bottleneck? And what's the lowest end card I could use it with but still not affect performance.
EDIT : The clock speed isn't the best, i'm new to PC parts but would the clock's speed combine? Or perform better? Or would a CPU with 2 gHz clock speed give the rig the same clock speed as 2 2 gHz CPU's?
One more question, would having too many cores effect gaming and overall performance? (Note: I also enjoy 3D modelling and game development a lot).
