Managed to take a picture by the shops and stood on the main road going through, and I thought it looked decent enough to post and get some criticism on how I can improve.

The picture was pretty dank if you ask me. I find photography very interesting.

This picture is using what is known as "framing"
Framing helps force a subject on the viewer.

In this picture the trees and the buildings seem to be acting as frames.
So they kind force your eye to look at the road.
and the road is really boring in my opinion.

You might want to look up the elements (principles) of photography.
Line, shape, color, framing, rule of thirds, contrast, emotion, just to name a few.

Looks nice, could've blurred the background and focused on the lights or something or vice versa

Definitely will look into it, I'm not in any sort of photography graph it's just me and my iPhone. Any other headers I can take?
