I found a phone while I was outside working in the middle of the road so I picked it up to take it home and try to see if i can unlock the phone and find contacts but the phone is locked and there is no way to get into the phone without factory resetting it, what else could I do to give the phone back to the owner?

take it to police station better off that way let them find the owners

the missed calls are from days ago and nobody has called since, if they call before i take it to the police I would answer it but it seems like they are done trying.

If it is an iPhone you can slide right on the missed call on the lock screen and it will call them.

Wait for a call or there are some programs out there that will allow you to see contacts. Is it an iPhone?
