75Hz = 13.333333333333 ms so it's not actually a 1ms panel if that's what you was expecting.
Yeah AOC do make some good monitors but I would still be taking a IPS panel over a TN panel with "1ms"
Also 1ms means the panel would have to be running at 1000hz.

What GPU will you be using with the monitor? The AOC monitor is 75Hz, so it's still going to be faster than any 60Hz panel, and it has Freesync so if you're running an AMD GPU, it's worth it IMO.
