Budget? You have a locked CPU so I doubt you'll be overclocking. A cheap cooler would be more than adequate, Be Quiet! Pure Rock (Slim), Raijintek Aidos, or Cryorig M9i are your best options

Stock cooler would be fine, but it's ugly and loud. I'd spend $20 for one of the coolers I mentioned, but you can use stock cooler for now and add an aftermarket cooler later.
