So what I originally suggested with the 7700k then. If he does decide to overclock, he can still overclock with the 6700k. It just doesn't make sense for him to go for the 7700k unless he is specifically planning on overclocking. In which case I'd also go for a beefier motherboard and cooler. Back to the HDD, if he wants that he'll have to drop 8GB RAM and get a cheaper cooler to fit the HDD within budget. Which again, is my revision that you were complaining about originally.
Also, to come back to this 5% performance increase you're quoting. I'm not sure where you're getting this from but in the vast majority of games, the difference between the 6700k and 7700k is not going to be noticeable, overclocked or not.
