Check your running tasks in task manager. Also check the processes. If the usage doesn't add up to 100%, or if a service is going wacky and using way to much resources, google said service. Check for malware. Run free virus scans with malwarebytes, super anti spyware, etc. Doesn't hurt to clean your pc up a little with CCLeaner. If none of that solves your problem, check if the hard disk is failing through the check disk command (google it if you don't know how to make it run.) if that doesn't turn up anything, try running a sfc scannow command. Google that for instructions. That will check if there are any corrupt windows OS files.

open task manager > show processes from all users > sort processes by highest cpu usage - if you see nothing re boot into safe mode > run a virus scan > remove any potential viruses - if you see nothing do a system restore to before the issue - if the issue is still ongoing > rebuild OS
LPT; rebuild your OS each year, it gives you much less grief in the long run.
