People saying that it is art if it looks good, is graffiti the only form of art where abstract art is always considered bad whilst figurative is always considered good?

Because normally when people are discussing art they say things like "Figurative and abstract art are both art , it just depends on your personal opinion."
But with graffiti it seems to be that only figurative art is considered art, while abstract would just be considered a mess on the wall.
