I've got a GTX 1070 and i'm getting between 100-140 fps on csgo, does anyone know why that is?

Check your processes & see what's taking up the most CPU usage.
Also, try lowering your in-game graphics settings

in game graphics have nothing to do with it i have a GTX 970 and i can play the division on ultra i get 300 or more fps on csgo try re installing thats what i had to do

Of course it does? No doubt his GFX card can handle the game but if he has maxed everything out & has other programs running in the background, this will effect his CPU usage or a video playing it may effect his GPU usage.

Or GPU bottlenecking the CPU.
Either way, it would be a hardware or software issue.

I might have found what the problem is, as it was a problem for me in the beginning. Are you attemping to run the game at 4k? If so do you have a 4k monitor or is it up scaling it? I changed the resolution down to 1080 and I'm getting solid 500-550 on all the maps.
