I got a new laptop today from Rent King, so, first thing that happened is they did a factory reset for me, turned it off, and sent me on my way.

As soon as I turned it on, a pop up in the bottom right appeared saying

"Windows Disk Sanitizer Status

You have restored the computer and the hard drivers on this computer are being sanitized to the DOD 5220.22-M Standard. While this is process is running your computer may be less responsive."

It's in the bottom right.

This laptop has been in my possession for about 6 hours, and the only two things I've installed on it are Google Chrome, and CCleaner.

When I received this laptop, I had 898 gigs free of the total 914, and as of right now, this is what it shows:

And every few minutes when I refresh it, another gig or two magically disappears from my available space. I've rebooted it multiple times, I cannot find a registry entry, software folder, or anything at all related to this "Windows Disk Sanitizer" or any way to stop it, my main question is, wtf is this, and how do I stop it, and restore my available space??????????????

The people you purchased it from didn't do a proper "Restore".
My only guess is they used a fabricated version of windows with already installed applications or they just put that on there so you would bring it back and pay them more money for cleaning the HDD. and yes stores do that.
I would recommend going to this link and using a real windows restore tool

It's from rent king, if I do a full restore and remove their tracking software, the next thing I know is cops will be outside and because this laptop was more than 300 dollars, it'll be a felony charge, companies like rent king use tracking software until the device is paid off, and I just got it today, if I bring it back to them, it's replaced free because of the warranty that's included, so I know I'm not being screwed, I just wish I knew what this even was because I can't find any documentation of this "Windows Disk Sanitizer" anywhere that I look

Is the disk sanitizer still running? I am guessing that is over writing all the old stuff on hard drive with blank space. I think when it gets to 100% it will be back to normal 890 gigs free or whatever.

Just do a full restore if they have any problems with it only thing you'd have to do is to bring it back in for them to reinstall the software

I don't understand why you are renting it. Best Buy has a nice NEW Samsung laptop for $179 on sale right now.

This laptop was 800 actually, I was just saying because it's over 300 it'd be a felony and considered theft if I knowingly removed their tracking software, 300 is the felony minimum where I'm at but the laptop itself is 800
