I have had an AMD Phenom II X4 965 for about 3 years (it came with a cyber power pc I ordered online, which was old as hell) and ever since about a year after I got it I have had fps issues when running games. The CPU is 3.4ghz, but for some reason it would randomly spike every half second and it would basically render the game unplayable. I installed AMD Overdrive to monitor the CPU's performance and at its regular power (3.4ghz) it would spike down to like .8ghz and make any game I play stutter. The only solution I found was to lower the power of the CPU to 75%, which made the CPU run at 2.7ghz. I want to get the most out of my CPU all while making sure it runs smoothly considering the my GTX 750 TI FTW Edition should run games like CS:GO just fine. I have a 144hz monitor but my CPU just can't get a game like CS:GO to run at 144fps or above. I plan on getting a new CPU later on in the year but I want to make sure I can fix something or change something to help my fps a little bit

Considering it is an old older CPU, I'd just wait until you upgrade. There is most likely a way to fix your current issue, but it seems like an upgrade is due. That being said, how old is your overall build itself?

The CPU is certainly of a dropped upgrade path, just get a new board and a intel CPU. The GPU is kinda relevant to this date, but i would recommend a upgrade to at least a rx 460/70 for the price they are right now..
But what i am not understanding is your low FPS, you shouldn't be using that monitor honestly to much for a older system.
Unless you overclocked the CPU already, go ahead an try that. Download MSI Afterburner OC your card a bit. If one of my older athlon x4 II's can run CS at 200+ with a GTS 250 then you must have something limiting other than a monitor.
I personally went ahead and tested that to be sure on the FPS with much older specs honestly.

CPU is thermal throttling. I'm assuming you're using a stock or cheap cooler? Buy a cheap, half decent cooler and you should be fine. I wouldn't invest in a new CPU quite yet since Ryzen is right around the corner.
