When I try recovering account or downloading an account it gives me an error saying "profiles cannot be downloaded right now".
Any help??

Before downloading the profile login on Xbox.com and it will most likely ask for a verification method. Have the person you're doing a recovery for send you the code and re-download the account. It will work.
