CPU: AMD Phenom II X4 965 3.4ghz
GPU: EVGA GeForce GTX 750ti FTW Edition
My CPU seems to make all my games drop fps every few seconds and it's really annoying
This only occurs when the processor is performing at 3.4ghz. I can fix the drops if I go into Power Settings (I'm on the high performance power plan) and set the maximum performance percentage to 99% or under, but then the processor performs at 2.7ghz and then my GPU can't perform at its optimal speed, and my games run worse than they could be running. It's mostly an issue for CS:GO. I can handle CS no problem at 60fps but I have a 144hz monitor and I want it to perform at an fps higher then 144, but it's usually at the 100 mark in the game. Any help would be appreciated!

Dude id say upgrade that CPU , AM3+ cpu do not cost that much and it would be fine for csgo

Don't recommend AM3+ outdated many years now.
OP: You're pushing your systems limits, and don't expect a high RR with old hardware unless you are playing DX9/10 which suites phenom chips the best especially X4.
