I changed my main email passwords. Alot of what i had saved to my pc were 10 minute mail accounts. But my question is how would i find out if the viruses and stuff are still there even though all these programs say theyve been deleted and show nothing? Ive looked for anything suspicious in my "startup" on TM, and its all stuff i know i installed. I have looked at "Services" and most of the stuff is "stopped". I have my internet turned off. I am completely lost. Ive tried reformatting my C: drive, nope! Wont format.

Try adwcleaner it's made by MalwareBytes, if it doesn't get anything then you should be fine especially since you've scanned multiple times now.

many of people have told me id be fine since none of my scans come back after i removed then even when the scanners have registry scanners enabled and everything, those backdoor/rat files look very suspicious. Im thinking they are possibly hiding something behind what the programs can scan and what we can see by doing the normal regedit scan in folders. Thats what im scared of "something "still" being there even though all the scanners say "nothing" is there". But i got to thinking earlier, i wonder if these viruses got installed after i upgraded to windows 10, or if they were already there with windows 8.1. And the weird thing is if those files were there, why havent i been experiencing any "weird" things with my pc?

Well, you seem to have done all of the (reasonable) actions and taken the necessary precautions. If you are still that worried, your only option is to just reinstall Windows entirely from a separate boot media.
