Which laptop would be better in terms of performance? (Microsoft Office, Photoshop, Moderate gaming with games that require around TES: IV Oblivion level specs)

Long story short, the laptop I'm on now, which is the HP Notebook - 17-x010ca, had an $800 price tag, and I'm doing a rent-to-own kind of setup through a local retailer in my area. The issue is, they low-jack the hell out of this thing. Comes with an admin profile already set up called "admin", unable to change the name, or permissions, or anything really. Unable to edit the registry, unable to dual boot, unable to do a clean install of Windows 10, only their custom version of a factory reset comes with this thing, and upon doing that option, it's reset with the same admin profile again. Which also adds another annoyance which is the windows.old file, I'm unable to take ownership of it because of the security locks installed by the retailer, which aren't removed until the system is mine to own and all the security software is removed. I'm not even able to install my own anti-virus because it conflicts with theirs and disables mine, and I'm unable to remove theirs.
Another issue with it is a utility called SmartSense, which disables the trackpad while typing, so good luck gaming, because if I'm using the WASD keys to move around, I'm unable to aim. I've disabled that utility, but it persists even when disabled, and the only fix is a registry edit, which this computer locks me out of, thanks again to the retailer I'm renting-to-own it from.
But, I found a new option, which is the HP Notebook - 15-ba009dx, a link to the best-buy page for it is here: [ Register or Signin to view external links. ]
Same amount of cores, except a higher GHz, and the RAM is half that of this one, 4 instead of 8, but honestly what good is 8GB of RAM with a CPU locked at 1.6GHz? Besides, I can always upgrade the RAM myself, plus swap to an SSD which is also the plan.
But going off of a completely stock standpoint, which one would you prefer, if they were your only two options

Sounds like intergrated GPO or there is somesort of partion which it boots from which puts these rules into place.
Very easy to bipass.
Download and burn a program called 'Hirens', this is a utility tool which allows you to do anything with a machine including bypassing user accounts and Windows passwords.
From there you can gain access to the admin account and baiscally fo anything matey.
Need help, give me a shout

First off, that HP Notebook - 17-x010ca is not worth nowhere near $800.

So you definitely overpaid. You cannot compare the frequency of 2 different CPUs from 2 different manufactures. I would stick with what you have and do something like a full hard drive wipe using a downloadable tool which you could then boot from on a USB, such as Hirens.

intels lower grade CPU's like in the notebook you're using now is much better then the one you're looking at doesn't quite matter for cores as the A6 lineup is essentially shit in any product.
Give us a little budget that you actually want to spend, and we can look for some laptops.
Locked CPU is common, you can have 16gb RAM on a locked CPU it only accounts for load, and resource consumption doesn't need to be unlocked as they usually boost. out of the two, the current one you have is better.

Yea it is easy to bypass, it was a secondary partition which booted first, but the thing is, disabling it would make it disappear from the registry of laptops that they have on people current renting to own, and having that happen, would mean being called by them, and having police show up at my door.
I could have wiped the partition, and merged it with the primary for full HDD space, but the aforementioned result would have been bad. But I said screw it and got the one I was looking at, and I can definitely say, after upgrading the RAM, and swapping for a SSD, it works quick, and flawless.
This wasn't something to use as a primary though, that's what I use my tower for, this is for travel and portable use, and I'm highly impressed by the performance that a new out of the box laptop for only $280 can pack these days lol
