It maybe something caused by your off-host cheat engine, It's repeatedly asking you if you want to turn the cheats on/off? Try not using that stealth server and see if your bo2 launches. If it launches without the stealth server then it's a server issue, If it doesn't, there is something wrong with your BO2 files.
Did you add the tu18 files (gsc loader) when adding elegance v5, it should've included a bunch of files and a raw folder.
