Okay I don't know if this is in the right forum or not but if it isn't then I will delete it.

Okay so I'm buying a GTA modded account for Xbox one but people are telling me that you can not have a Xbox one modded account anymore it doesn't work they are saying that it can't be done. but the guy I'm buying the account from say it can be done and he had done it many times before without the transfer.

How do I know if he's telling the truth and I'm not getting scammed please help

You can still have an account on Xbox one but it has to be Pre-Transferred. There are no such things as transfers anymore. If it was modded previously and transferred before the deadline then yes it is possible. All you need is the xbox account.

There are still some modded accounts that were transferred over to Xbox One, if I'm not mistaken.

Xbox transfers for GTA ended a few months ago so if he's claiming he can transfer it now, he is scamming. However, many modders stocked up on 'pre-stransfered' accounts which as suggested by the namehave already been transfered, these are real and can be done but this still doesn't mean you won't get scammed.
Look in the GTA sticky section and buy from a modder there.

Pre transferred accounts usually cost a fair bit too

Exactly that, I do recoveries and the amount of people that don't know - that should know is unreal and it gets to the point it gets annoying. He can't do GTA5 Accounts that contains a character transfer as Rockstar has blocked people from recovering your account. He's just saying that because he wants the money I get it. He should speak the truth to his customers and not lie.
