Reporting as unauthorised is fraud. Because it was authorised and you could get in really big shit for doing that. They can easily find out what IP address was used when the payment was send. They have all the logs.

Friends and family you cant open a dispute. Be sure to report the seller to a member of staff on TTG also thats what i did when i got scammed.

I work for financial institution and I file disputes on fraudulent/non-fraudulent transactions all day everyday. I will go ahead and advise you that if you have prior history with PayPal then your bank probably won't refund the money due to the prior history. They will advise you to contact the merch... i.e. Paypal who won't refund it because the way it was sent. If you do file it as fraud and your bank investigates it they will contact PayPal for the account information that was used to send it. Which will match your information and be declined. You can look up the Regulation-E for more information on the process.

Payments sent through the Friends and Family option are not eligible for Buyer Protection at this time.
Mostly true if they switch up ip locations a drastically they can dispute for unauthorized, got me burned on 1500$
