how much should I buy this computer it is custom built he wants 800$ for it ?or what should I offer him
operating system - windows 7 professional
ram -8gb
processor - intel (r) core(tm) i7-5820K @ 3.30ghz 3.30ghz
hard drives - ssd 120gb 1tb hard drove and a 280gb hard drive

If that's all the information he has offered you, I would stay away.
He only mentioned the CPU type and the OS, everything else is either vague or he didn't list.
He didn't mention the speed of the RAM, how many sticks it is (2x4 GB 1x8 GB) and he didn't mention the RAM timings. We know it's DDR4 since it's an x99 motherboard, coming from the i7-5820k.
GPU isn't listed at all.
Motherboard isn't listed at all. That's important to know for any future upgrades you may want to do. Also hampers your knowledge of what extra fans you can put on. We know it's x99, but still need to know what type it is.
Case wasn't mentioned at all. Again, this hampers for any upgrades, especially if you ever go liquid AIO for your CPU.
Doesn't mention PSU. Very important to make sure the PSU is of quality and nothing something that is a "time bomb" waiting to kill your PC.
Storage, he was vague about. He didn't mention the brands for the SSD and HDDs, he also didn't mention the RPM for the HDDs.
Kind of a nitpick but he didn't mention CPU cooler either. Your i7-5820k is an x99 CPU, with an unlocked motherboard (at least I hope he put an unlocked motherboard.) Meaning you can overclock. If he put the stock cooler on a CPU that can overclock, then I question his build. With how vague he is with his system, I also question if he even put it together himself since he doesn't give you crucial information and these are things a person would know if they build their own PC.
