and recomendations on what monitor i should get and is 4ms better than 2ms what ms should i get

It nearly depends what you want it for, and yes 2ms is better than 4ms, but not always the case as it will depend on the quality of the monitor also. I have just recently bought my very first monitor, and is absolutely fantastic, not saying its the best monitor but you can check it out if you like, it has a 1ms which is better than both what you have said

2ms to 4ms makes literally zero difference. Unless you are a professional gamer in the competitive scene where that one extra pixel appearing will be the cost between winning or losing, even then, most of those plays are based on general information given by your team and general game sense instead of the human eye reacting to that few extra ms time of the pixel appearing and you clicking your mouse and having it input into the game that you shot. Hell 1ms - 5m makes zero sense to the "normal" competitive, average and casual gamers. If it was 1ms against a 15ms, then yeah, go for the 1ms, but 2-4ms, 1ms is just a gimmick. Refresh rate is what is important for most and a smoother gaming experience(if your GPU can reach the advertised Hz =/= FPS.)

OP: What GPU do you currently have? This will allows us to suggest a resolution and if GPU will hit the refresh rate. Example, a 1070 will blow away 1080p at 144Hz and will blow away 1440p at 60Hz; however, it will struggle at 1440p at 144Hz on newer games. That's where a 1080 or 1080 Ti would need to be recommended.

What budget do you also have and the currency for the monitor? We need a budget because I can suggest a 144Hz 1440p monitor with IPS and G-sync that will run you $700+ and that could be well over your budget. Currency, for obvious reasons lol

You should give your budget/price range otherwise it makes it hard to suggest something that you will actually end up buying.
