My rgh keeps ticking when I turn it on the chip just stays red it doesn't even attempt to boot anyone know how to fix this would be much appreciated

When I turn on it makes a noise but the chip doesn't go orange or nothing

Shouldn't turn orange. Should blink green and red should stay on. Remove the hard drive and try to boot the console
