I'm now putting money back to build my next PC. I'll begin buying parts as early as next month/a couple weeks.
I'm looking to only spend upwards to 3,500 USD. I think I've already got a fairly solid build, but wouldn't mind some better opinions. This build is to be used for hardcore streaming, recording(1080p/4K) and even game development on the side.
Please note I don't need a case, as I'm building a custom PC desk to hold the parts in a drawer(with ample amount of airflow+fans)

X299 was a huge mistake, and was a straight shot down IMO.
We don't know anything.
What all do you need/actually have? (monitor, keyboard, mouse, speakers, mic/headset/headphones)
Streaming? (What software, everything acts different)
Editing? (what software, everything acts different)
1080ti, with a 60hz 1080p monitor?
$400 mechanical drive? Did you just go to the highest priced one there, because i know for a fact toshiba has high capacity drives for under $160.
For practicality purposes, i could see the m.2 being useful, but not worth giving up SATA ports unless you plan on using it %100 daily or more.

I'm recycling my old monitor, so later I'll be upgrading to a 4K as I know the 1080TI would be wasted on the current one. As for the HD, I could've picked a much higher priced drive with the same capacity, but WD is a good brand. I don't like to touch many others, because I've experienced a lot of HD failures in the past except for WDs brand.
For now, I'll just be using OBS while I branch out and learn more about it but OBS seems like a good choice so far IMO. For editing, I'm looking into Sony Vegas. It's the biggest name I've really ever heard, so I figure it's got to be good right? Haha.
As for headsets/speakers/etc those are all, mostly, aesthetic and csn be dealt with later. Right now, I want to start purchasing the actual computer before I tear my hair out over a $200 pair of headphones and mic.

Yeah, I wouldn't buy a 7820x. I'd probably go with a Threadripper 1920x. Motherboards for Threadripper are stupid expensive but X299 is just tragic. The 7820x sort of made sense before Threadripper released and Coffee Lake was announced. The ONLY reason I see X299 being a good choice is if you're looking for 10+ cores and need as much single core performance as possible as well.
You said you won't be buying for a month or so anyway, at which point Coffee Lake should be available, so wait for that, an 8700k could be a solid option. Otherwise, Ryzen 7 1700 should be adequate, or TR 1920x if you really want to go balls to the wall.
Also, lol at $500+ CPU, and $800 1080Ti paired with a $100 1080p 60Hz monitor. Top kek. That RAM is stupid over priced, and that HDD is ridiculously over priced as well. Don't pay $90-100 for your OS.
Or you could get an HDD of the same capacity for 3.5x less. WD Black is a stupid, stupid HDD. As for drives failing, WD aren't any better than other manufacturers. I've had a WD drive fail before and used Seagate ever since, not had a single issue with a Seagate HDD, but some people will swear against them. Just get whichever HDD is in the capacity you require and is priced well.
Okay, but $3.5k is a substantial budget. You can afford to get nice peripherals now, with the system, if you need them. Trust me, if you spend $3.5k on a system, get it all set up and then have to use a shitty 1080p monitor and a shitty kb/mouse combo, you'll definitely want to rip your hair out. I done it and it drove me nuts for the couple of months it took me to sort out my peripherals.

Add the Elgato, $30 for your OS and the 960 EVO, and you're right around the $3450 mark, plus this includes a nice 4k monitor, better CPU, a second 500GB SSD, and a better CPU cooler. If you're dedicated to LED/RGB RAM;

still a bit over priced though IMO.
Also, like I said, an R7 1700 or i7-8700k could easily be more than adequate, so you might not even want to spend so much for TR.

3.5 isn't my max, but what I'm spending on the computer alone. Everything after the actual computer will come from a separate budget. I can willingly spend another 3.5 if I wanted to, just have to wait another couple months. So, aesthetics will come later. I can understand getting the monitor now, though. But, right now, I have the 1080P monitor sitting in my room and can wait a couple weeks.
Edit: I'm looking over the build you posted, and it does save me money. However, I won't ever touch Seagate again Toshiba is fine in my books, though.
I also got my OS from Kinguin, I believe, for like $30 USD. Maybe 40. I'll just re-activate on the computer.
