Mitochondria wrote the way people are perceiving this is much different then what it really is. Yes, there were extra charges then, but it was not enough to piss everyone off. Think of it like a TV package in a sense that is mainly where people are getting the thought of +20 for this or +20 for that.
Actually people are getting the idea from countries that don't have net neutrality, like Portugal. Obviously that doesn't mean the same will happen in the US, but without net neutrality it could happen, very easily. ISPs shouldn't have that power.
