Its not illegal.
But it will not work coz it is very hard to edit the packet!
Because when it leave's your system it will go back to normal.
im sayng like when it leaves the console just catch it with a program like ur fishing but likw filter it for that 1 or however many packets have the file that tells microsoft that its a jtag... and keep that file and delete it and the program will keep making copies of the retail packet and keeps sending them everytime there is a system check... im not too good a coding but i think some1 that is really good at it could probable make it happen
