Chaotic 360 is a good tool, NiNjA also has good RTE tools.

While I don't mod anymore, I can tell you that Chaotic 360 is the better choice, even though it's a paid modding tool.

When I used to mod, the Chaotic360 tool had everything I was looking for, when speaking about CoD and it was a very easy tool to use. The staff of Chaotic360 are also extremely helpful and you could always ask them (especially Chat) about any C360 dilemmas you could have.

So, take your time to think about it. Free tools can be buggy but they can work as well.
