So I want to build my first PC, here is some info:

Budget - $700 USD

I have a mouse, keyboard, and headset already. I just need the computer itself and a monitor. I won't be playing any games that are too demanding, games like PUBG, csgo, maybe COD, and some other basic games. I'd really appreciate some solid information on which direction to go.

Unfortunately with $130, you wouldn't even be able to afford a GTX 1050 or RX 560 currently, so you're gonna want to buy a used GPU for this system. You should be able to get a used GTX 960 for $100-110 pretty easily, I've seen them go pretty far below $100 on /r/hardwareswap

Or you could swap the R5 1400 for an R3 1200 and try to find a used GTX 970 for $180-190(I've seen them sell as low as $150 on /r/hardwareswap)

Thanks for taking the time to put that together. Just a quick question in regards to the GPU. If I were to spend the extra cash, what would be the highest GPU I could throw in there?
