Quick question in regards to Rockstar and the future of their online play. Since Sony had just released new information on the new cross-play implementation with Fortnite, will Rockstar start implementing it with RDR2 or GTA V/Online? If so, when do you think we would start to see news on it?

If this would ever be confirmed it would be really interesting. But honestly there is a lot of modded cars and even player ran servers for PC I doubt consoles will be able to support that.
Plus it's easier to mod and hack on PC rather than someone on the console. They need to do a lot of things before gaining interest in cross platform play. I dont remember a time where consoles even connected to servers that weren't dedicated to the actual game.

Would it be possible to merge the xbox and playstation networks but leave the pc exempt until further action is taken to rid the servers of modders?

Yes very possible. GTA is one of the few games that can be capable to be played through anything. They even made a first person mode and VR mode!

honestly it is way easier to find a modder on xbox that is going to be super antifun.... Ive only had bad times on gta online on xbox, PC imo isnt that but unless you are singled out by the modder and tortured. Most of the they are just chill people that want to have fun and cause a little chaos.

Xb1 and 360 will never be made compatible, rockstar stopped us from transferring over our 360 account for the reason of modding let alone playing together. Cross platform between xb1 and ps4 would be amazing but Sony has already said that they won't do it
