I gave a budget of 1000 and I have been looking at pre built PC's like the CyberPowerPC - Gamer Ultra VR Desktop - AMD Ryzen 7-Series - 8GB Memory - NVIDIA GeForce GTX 1060 - 1TB Hard Drive - Black is it worth it and what do you recommend. I into nothing about PC's and I just want a pc that can play a variety of games with good quality.

With prebuilts you definitely don't get what you pay for, if you aren't comfortable building a PC (It's much easier than you might think), it's well worth watching some videos and reading up on PC components to build up the confidence to do so. Buying a prebuilt means you're going to overspend for a possibly subpar build depending on your budget, so it's better to get the most for your money and build your own system.

If you're looking to only buy a prebuilt system, then yes that system you listed in the OP will play most any game at decent settings at 1080p without issue. However in 2018 it doesn't make much sense to run your main PC without an SSD in conjunction with a large size HDD. If you do buy the prebuilt I'd go ahead and at least spend another $60 on an SSD to throw your windows installation on as well as a couple games.
However because I'm stubborn and enjoy dying on hills, here's what the same spec'd (Assuming Ryzen 7 means a 1700) system, if you built it yourself, would cost you:

With the custom build you'd also get a higher grade Power Supply that would allow you more room for upgrades in the future.

The parts you listed would be a decent build capable of running any game. However, I do agree you need an SSD nowadays. The speed difference is significant. Nothing is worse than the stress from your computer freezing.
Personally, I wouldn't mind going with a pre-built similar to that one. The reason being is that the CPU and GPU are nice, while you can always add on another hard drive and you can just stick in another 8GB RAM. It's upgrade-able and those two parts you could do yourself with almost no PC knowledge.
I would just suggest starting off with an SSD, have your operating system installed on that, and you can add another hard drive later or customize the pre-built to include it. Your games and overall experience will be a lot smoother.
