I Have one of these dells Mini towers wonder what PSU, Graphics card and ram should i get.

dell optiplex 760 core 2 quad q9650
4gb of ram

Depends on what form factor of Optiplex 760 you have.

If you're able to get us a picture of the exact 760 you have then that would help.

Either way you're going to need to a PSU upgrade for anything more than a 1050ti and even that would be pushing it.

I've bought 1030ti now just need the rest.

That PC is 10 years old and not worth upgrading. Either build a new one or buy a console if you want to play games for cheap.

You never posted your budget. This is the best advice whether you like it or not. Most people/businesses have scrapped their ten year old old 760s by now.
