What is your budget and currency? GBP 350
Do you need a monitor? YES
Do you need a keyboard? YES
Do you need a mouse? YES
Do you need an operating system? YES
What will you use the PC for?
Mainly CSGO & streaming

Hi there my friend has come to mine and fell in love with my PC he wants to get his own as we want to start streaming together, he has a low budget just want to see what build you can come up with I'm happy for a prebuild or a build your own as I can do both and its not for me will +REP for build

That budget just isn't going to work if you want to buy new unfortunately. You could get a system for that price, but not with peripherals. Plus you'd probably have to go with an APU instead of a discrete GPU if you're not comfortable buying used.

If you have a look on Facebook groups, Gumtree, etc you can find a basic 1080p monitor and kb/mouse for £50 pretty easily. That would leave you £300 for a system.

You can get used Ryzen 3 CPU's for £50 easily, a motherboard for £35-45 and 8GB DDR4 for about 45 quid. Older used Intel stuff is not priced that well on the used market currently unless you go like Sandy Bridge but with how cheap you can get used Ryzen, I'd just go with that.

Buy a new SSD and PSU, do whatever you want for case, just grab something for 20-25 quid
