I want to change it to "German" and Its on my locale and language but it wont change for the game and Im getting a bit mad

Try game options if you have not looked there.
I have never really changed mine so that is just a guess.
But remember you wont be able to read it unless you know how to read german so you wont be able to see anything on the mw2 disk.
