What it most likely is, is a door that WAS there for testing that they decided to remove. Figuring nobody would be able to get on the roof, they didn't take it fully out

Yeah, she WAS 8 or 9 when zombies started. The original maps are from the WW2 era. The new ones are from 20 years in the future. She's legal now
