the ratio you've used on the text isn't right, so the text is distorted.
I dont know if you've tried using the smudge tool or just hue/saturation adjust on clouds but it doesn't look correct.
I suggest you lookup some tutorials on how to make basic sigs on youtube.
majority of them will go over how to use the burn/dodge tools and also smudge tool tips.
other than that,
its ok for a beginner.
but you need practice.
