Possibly a keylogger, or a RAT (Remote Administrative Tool). Or possibly an administrator on your computer has prevented you from running certain types of files on that account (if you have Windows!). If you have Windows, go to the start menu, press control panel, find "User Accounts", click it, find your name and below it it should say Computer Administrator if you are one, if you aren't, click your user account to change it.
