Thanks to developers like deroad the PS Vita Scene is advancing nicely. PS Vita Tools v1.04 lets you unpack the contents of a PS Vita PUP file. Once you have the files unpacked there are a lot of different things you can do including unpacking further using PKGView. deroad has included a readself which provides info about the PS Vita's signed executable and linkable format (SELF). You can also grab the source code from github.
