Well, I figured out the issue. It's a settings file meaning you have to play it first, create your own settings file, then overwrite it with this settings file. Should fix it.

Well, I hope it does because this took me 30 hours to get everything done. Don't know if achievements will unlock so have a second save to go through it to get all the achievements.

I don't know if it will unlock any achievements, but I recommend playing through the game at the bare minimum first, then use this save to have everything unlocked.
