This plug-in speeds character generation by eliminating the various tutorial message boxes, spoken dialog, and scripted pauses from the beginning of the game. I find it helpful for testing new races/classes/birthsigns, etc. I do not suggest that it be used by first-time players. Note that after starting a new game, you should proceed to the exit of the ship immediately after supplying a name (as the guard doesn't come to escort you).
