I STAND CORRECTED:
to get "congratulations" once you've moved all your save data and all you need to delete the system settings from the unit (usb w/e on the dashboard) then you beat all the bosses and press the back button so the pink tape icon moves (saving that you completed it) and it'll unlock. Awesome set :D

The complete all the games save is not working or at least it's not unlocking; I tried loading each end save and beating each boss and even watching till the very end of the credits and I cannot get this to unlock *sighs* this was a really good saveset though all things considered.
