I'm not working either ... I had other savegames and I have replaced this file and nothing .. also try to use only this file and nothing .. also probe rename the file and nothing happens ... something is missing ..
you should post all the files that you have inside that win64_save folder to be able to load the file.

Have you disabled Steam Cloud for the game so it's not reloading your save each time?
It worked perfectly fine for me when I played with and without the save
yep also searched on the web and data001 its only configuration game not real saved game :C
It's a system save, meaning it's just overwriting your stats and giving you the infinite ammo weapon for getting an S rank, I'll test it again
