Not sure, they could and then pay a massive fine... Signing Messi would cost a club around 500m over 5 years,with 250m up front... City only went over a little bit and got a 50m fine? Imagine the FFP fine for a 250m player plus his wage

I suspect they might crack down given the poor ruling on financial fair play in the past, and it would be very hard for a signing like Messi to slip through the regulatory cracks - only speculation of course

Theres no rules that say the punishment for breaking FFP rules is based on how much they spend over what they said , Breaking FFP is breaking FFP.

I'm sure they will have a severity checker of some sort, clubs going over by 100k aren't going to get the same infraction as someone going over by 50m
