Hello I had a problem with my old Monitor yesterday so I went out a brought a 28" 4k monitor (3840x2160).
I have a 4k monitor as my main screen and a 1080p monitor as my second screen.
The problem I have is my second screen is really small compared to my 4k screen.

Its hard to explain so here is a picture.

My question is how do I make them the same size while keeping the same resolutions as they are now?

You can't.

Either drop the resolution on your 4K monitor to 1080p to match the smaller one or live with it.

This is because one monitor has 4 times the resolution of 1080p.

If you use a Nvidia GPU then you could set a custom resolution of 2160p for the 1080p monitor to achieve what you want but it won't look great.

With them both at different resolutions, they're always going to have walls.

I have this problem at work a lot, identical situation.

I've not found a solution to the problem as of yet. Maybe there is a software solution out there? Give it a day or 2 and you'll get used to it if you can't find a solution.
