What is my budget and currency? $1300-$1400 USD

Peripherals & monitor? Doesn't have to be included, already has a mouse and keyboard and can buy a monitor whenever.

Games? Black ops 4 as high as the settings can go with this budget is the maximum that he wants from this.

Software? Probably going to be a mixture of streaming/video editing software such as Vegas

Aesthetics: RGB coloring, but isn't completely necessary.

Rebates/Promos? These would be appreciated but it isn't necessary

Details: This computer is going to be used mostly for gaming/streaming and probably video editing. My friend is looking for a build so I figured I'd ask here.

When: As soon as tax returns come in.

I'd be aiming for 1440p 144Hz since you can get a nice monitor for a little over $300. You could fit a 1440p 144Hz monitor within budget actually;
PCPartPicker part list / Price breakdown by merchant

CPU: AMD - Ryzen 5 2600 3.4 GHz 6-Core Processor ($164.99 @ Amazon)
CPU Cooler: be quiet! - Dark Rock Pro 4 50.5 CFM CPU Cooler ($78.99 @ SuperBiiz)
Motherboard: MSI - B450 TOMAHAWK ATX AM4 Motherboard ($114.57 @ Newegg)
Memory: Corsair - Vengeance LPX 16 GB (2 x 8 GB) DDR4-3000 Memory ($112.99 @ Amazon)
Storage: Samsung - 860 Evo 500 GB 2.5" Solid State Drive ($82.99 @ Newegg)
Video Card: Gigabyte - GeForce RTX 2060 6 GB GAMING OC Video Card ($379.99 @ Amazon)
Case: NZXT - H500 (Black) ATX Mid Tower Case ($69.99 @ B&H)
Power Supply: EVGA - SuperNOVA G2 650 W 80+ Gold Certified Fully-Modular ATX Power Supply ($79.99 @ Amazon)
Monitor: Samsung - LC27JG50QQNZA 27.0" 2560x1440 144 Hz Monitor ($309.99 @ Amazon)
Total: $1394.49

The RTX 2060 isn't going to be the best GPU for 1440p 144Hz if you're playing more demanding titles, but your next best option is an RTX 2080 for $700. You could get an RTX 2080 within budget if you dropped the monitor. The RTX 2060 will be pretty good though tbh, especially for a sub $400 GPU. Just maybe lower some settings a little in more demanding games.

These are the RTX 2080's I'd be considering if that's what you're wanting to go with;

I would definitely be going with the 1440p 144Hz monitor with an RTX 2080 though.
