What are his intentions for this, i.e does he plan on streaming/content creation, along with gaming?

I'd bump that 250gb SSD to a 500gb since he'll have a lot of programs installed for streaming/video editing. Also bump that 1tb to at least a 2tb. Video takes up a lot of space. Other than that it's solid.

Edit: Also I'd probably bump that PSU to a 850w for the extra peripherals that come with streaming if he really get into it and if he decides to over clock some more.

If he needs help sourcing the parts let me know, I can get them a lot cheaper through my business.

Also make sure you are getting the RTX that has Samsung DDR6 and not Micron DDR6. Reference PCB's a lot of the time have micron memory

Seems like a bit of a waste of money to be tbh.

What monitor(s) is he using with the system?
What games will he be playing?
Any idea of editing programs he'll be using?

No need for an 850W PSU. 650W is more than adequate unless you were to go with an overclocked HEDT CPU and Vega GPU.
