So I just installed a new graphics card the rtx 2060 and whenever I go into a game or do anything demanding the card starts hissing, well I think it's the card since it Is the only new part. I have a 450watt power supply so I think it could be too low?

First off, can you share all your specs?
It could be a heating problem, driver problem, and maybe a power issue. Having the rest of your specs can help me diagnose the problem more accurately.

The power supply should be able to handle the RTX 2060. Make sure you have the power cables plugged in all the way. Do you have the latest Nvida drivers? Download MSI Afterburner or EVGA Precision XOC to see your thermals. Make sure the temps aren't above 85 degrees. It shouldn't get close to that if its not overclocked.

It could be some whine from the fan bearing on the graphics card or the power supply.

All thermals look perfect and latest drivers are done. I think it might be coil whine but it only occurs when I am in a game.
