The build you provided is pretty bad for the price as Adam mentioned.
Here's a decent build that has much better performance minus a monitor and some other features. uk.pcpartpicker.com/list/cwnhzY
Going with a custom built PC is the way to go.

Did you mean £250? If so, still no. Seriously, this system isn't even worth £250, unless for some reason it's in a case worth 100 quid.

Dual core CPU in 2019 is ridiculous, and the integrated GPU on that Athlon is pretty much only good as display output, so watching YouTube video's is about the most demanding thing I'd expect from it. Plus costs are cut literally everywhere- no SSD, crappy motherboard and PSU, I honestly wouldn't be surprised if the case was the cardboard box it gets delivered in. Ignoring the monitor, the 2TB HDD might actually be the most expensive component there which is appalling.

You could build a much better one yourself for that with it being all new.
