I recently bought a 2700. I had a 1600 so I still have my B350 board. I tried overclocking it but I can't seem it get it high. The highest I've gotten it is 3.5ghz which is crazy low for a 2700, so I was wondering is the B350 board holding the CPU back or is the CPU just a bad CPU. My board is the Asus B350 Plus,450w power supply and I have a Corsair h100i cooler. I don't have the ram overclocked yet and I have the voltage on auto.

If your board was holding you back, you'd know by it just turning off when you're trying to put a fair amount of volts through the CPU. Depending on how many volts you're whacking through it, it could be or just be a bad CPU. I wouldn't do mad overclocking on that board anyway.

You're getting close to the maximum that your PSU can handle too. 200W will be drawn through your GPU and add an extra 100W / 150W if you're overclocking highly for your CPU and you're nearly at it's max capacity.

Here's what I'd do - Get a new board, and see where that leaves you. If it doesn't make a difference, send it back and potentially, if you wanted to, get a different CPU.

If the new board helps, I'd highly suggest upgrading your PSU. Though 450W is enough for your system, when you're overclocking and need stable power whilst close to the max power band of your CPU, it doesn't end well.
