I am trying to get into Nvidia Control Panel but whenever i right click while on desktop i just get the loading symbol mouse... This only happens on desktop, i can right click fine everywhere else.

If you haven't tried already, try seeing if you can uninstall the NVIDIA control panel (Likely will have to uninstall GeForce Experience to do that) and then reinstall the latest version.

Sounds like something may be stuck loading.

As deano said I would uninstall it then go back to reinstall it and make sure everything is up to date!
