Purpose: I'll be streaming my Xbox One game-play through 'Streamlabs OBS' to YouTube. In addition to that i'll also be using this PC for editing those streams into easier to digest videos for the common folk.

Budget: $500 , frankly that is already pushing it as i'm not very successful in my 13 years being an online entertainer.

Didn't even know PCPartPicker had a forum section to the website, I was pleasantly surprised.

THIS: [Minimum post requirement for links] Is what I've been recommended from Instagram, Reddit, and LinusTechTips forums thus far. (I bought the case for $15 from the thrift store a few months ago, brand new.

What I ask all of you is: Is this the BEST possible PC I can get for this price? Can some parts be swapped out for something of equal pricing but better performance?

What I hope to achieve: 1080p 60fps clear gameplays.

Programs i'll be downloading & using: Photoshop CS6, Sony Vegas Pro 13, Streamlabs OBS.

If you're not using the system for gaming, I wouldn't be spending so much on the GPU.

Video Card: PowerColor - Radeon RX 570 4 GB RED DRAGON Video Card ($119.99 @ Newegg)
Power Supply: Corsair - CXM (2015) 450 W 80+ Bronze Certified Semi-modular ATX Power Supply ($50.00 @ Walmart)
Total: $480.80

Even the RX 570 is more than adequate. $120ish for an RX 570 is a decent price, I wouldn't pay more than that for a GPU in this situation really. You could definitely save amount more money here by just buying a cheap shitty GPU, or a used GPU but personally, the RX 570 is what I'd be looking at.

With the money saved, I'd be upping the SSD to a 480/512GB model instead of 240GB.

You can also save the $10 on PSU if you want, by going with the non-modular CX450. I'd just spend the extra $10, but I personally just hate using non-modular PSU's.
