Most Stealth Servers will have them included.
I really like the one Ninja has. I can't recall the name, but it looks great.

It was called African Engine. Ninja hasn't offered it for about a year now, the creator of the menu had to take it down for legal reasons because of Chr0m3 x Modz previous involvement and his lawsuit with rockstar and take two. I'm not sure of any current servers that have one other than Streamah if he still does.

I haven't modded GTA forever so idk what menus are good now, I think Superior V or something like that was the next best at one point. But yeah African Engine was one of the best for sure. Chr0m3 was in a legal battle with rockstar for a while, I think it just settled a few months ago. It's an interesting read.
